 China Medical University Project for YingTsai Recruitment

1.Purpose

To reserve the development energy of China Medical University and Healthcare System to move toward the world’s top 100 university, and to attract outstanding research and development talents.

2.Qualification and Benefits

(1) YingTsai Scholar

i. Qualification: Meet the following two conditions.

(i) Possess world-class research and development potential.

(ii) Possess specialty in accordance with the research and development priorities of China Medical University.

ii. Funding

(i) Salary of NT$ 5,400,000 or above per year.

(ii) Research funding can be discussed.

(2) YingTsai Young Scholar

i. Qualification: Meet any one of the following conditions.

(i) Within 10 years obtained the highest degree, or have served in world-class academic research institution or internationally renowned company for more than 5 years, with specialty in accordance with the research and development priorities of China Medical University and possess research and development potential.

(ii) Obtained world-class or national level research project (such as Yushan Scholar Program, The Einstein Program, The Columbus Program), with specialty in accordance with the research and development priorities of China Medical University and possess research and development potential.

ii Funding

(i) Salary of NT$ 2,700,000 or above per year.

(ii) This project shall be approved for 5 years. The research funding for a five-year period is up to NT$ 30,000,000. Performance evaluation shall be done every 5 years, the funding for the following period shall be continued when the scholar passed the evaluation.

The funding of the first period shall include a startup fund of NT$ 20,000,000, and a matching fund of NT$ 10,000,000 (the equivalent amount of off-campus research funding that the scholar received within 5 years. Up to NT$ 10,000,000). Starting from the second period, the funding shall include research funding of NT$ 10,000,000 and matching fund of NT$ 20,000,000

iii. When a YingTsai Young Scholar have received the funding from Yushan Scholar Program, The Einstein Program, or The Columbus Program at the same time, China Medical University still provide the salary stated above. In addition, China Medical University shall provide the equivalent amount of the total research funding deduct salary subsidy, project manager subsidy, and management subsidy, which shall be included in the matching fund.

iv. When a new appointed YingTsai Young Scholar have received the funding from Yushan Scholar Program, The Einstein Program, or The Columbus Program at the same time, the research funding and performance evaluation period can be postponed according to the duration of the project.

v. When a YingTsai Young Scholar published an original article on Nature or Science journal as first or corresponding author, an additional monthly subsidy of NT$ 75,000 shall be offered for three years since the publication date. No limit on the number of articles; however the same paper cannot apply for paper award.

3. China Medical University shall form a YingTsai (Young) Scholar Review Committee, with the Chair appointed by the President, and 4-6 experts or scholars as committee members. The qualification, funding, research funding, and performance evaluation of the YingTsai (Young) Scholar shall be considered by the Review Committee and be approved by the President of China Medical University.

4. YingTsai (Young) Scholar shall be appointed as a certified full-time faculty of China Medical University during the period receiving the funding.

5. The funding required for this project shall come from the fund raising by China Medical University or the surplus of school funds from subsidiary organizations.

6. These Regulations shall be approved by the Academic Research and Development Committee Meeting and announced by the President of China Medical University. Modifications of the Regulations shall follow the same procedure.


 中國醫藥大學延攬英才學者計畫

 一、計畫目的

為持續與儲備中國醫藥大學暨醫療體系發展能量,朝向世界大學百大前進,特訂定本計畫以延攬優秀研究發展人才,為中國醫藥大學之教育事業、醫療產業與生醫產業共謀百年大計。

二、延攬人才之資格及待遇

(一)英才學者:

1.申請資格:同時符合下列二項條件者

(1)具世界級研發潛能者。

(2)其專長符合本校研究發展重點者。

2.獎助方式:

(1)年薪 540 萬元以上。

(2)研究經費補助另議。

(二)英才青年學者:

1.申請資格:符合下列任一項條件者

(1)取得最高學歷 10 年內者,或曾服務於國際一流學術研究機構或國際知名公司任職五年以上,其專長符合本校研究發展重點並具發展潛力者。

(2)獲得世界級或國家級重大研究計畫者,例如玉山青年、愛因斯坦、哥倫布計畫補助,其專長符合本校研究發展重點並具發展潛力者。

2.獎助方式:

(1)年薪 270 萬元以上。

(2)本計畫一次核定五年,五年為一期,每期研究經費補助可達 3,000 萬。每五年評估表現一次,通過評估者,執行下一期補助。第一期補助包括 2,000 萬之 startup fund,以及 1,000 萬之 matching fund (為申請者五年內獲校外研究經費一元對一元之相對補助,以 1,000 萬為限);第二期之後補助包括 1,000 萬元之研究經費,以及 2,000 萬之 matching fund。

(三)取得英才青年學者,若同時獲得教育部玉山青年學者、科技部愛因斯坦培植計畫、科技部哥倫布計畫補助者,除計畫薪資補助外,本校仍提供上述年薪,而所獲經費扣除補助薪資/計畫主持人費與管理費後,本校將提供一元對一元之相對補助,並計列於 matching fund 中。

(四)初聘者執行第一期補助期間,若同時獲玉山青年學者、愛因斯坦、或哥倫布計畫補助者,得依其計畫執行年限,順延研究經費補助與評估時程。

(五)獲英才青年學者獎助者,以第一或通訊作者身分於 Nature 或 Science 期刊發表一篇 original article 者,自刊登日起,每月額外補助7.5萬,為期三年,無篇數上限;唯此篇論文不得重複申領論文獎勵金。

三、本校應組成英才(青年)學者審查委員會 (以下簡稱審委會),由校長指派主席,遴聘校內外專家或學者 4 人至 6人組成,審議英才(青年)學者之遴聘資格、待遇、研究經費及續聘之績效表現等事宜,通過名單送請校長核定。

四、英才(青年)學者應依本校教師聘任規定聘為編制內專任教師;其義務服務於本校期間,以補助年限為原則。

五、本計畫所需經費由中國醫藥大學募款或由附屬機構盈餘撥充學校基金支應。

六、本計畫經學術研究發展委員會議通過,呈請校長核定後公布實施,修正時亦同。
